Pennsylvania's Dual Enrollment Program allows school districts to partner with eligible post-secondary partners to offer high school juniors and seniors who can show they are ready the chance to earn college credit while completing their high school requirements.

Dual enrollment, referred to as "concurrent enrollment" in the School Code, is an effort by the Commonwealth to encourage a broader range of students to experience postsecondary coursework and its increased academic rigor, while still in the supportive environment of their local high school. The intent is to increase the number of students that go on to postsecondary education and to decrease the need for remedial coursework at postsecondary institutions.

Dual enrollment is a locally administered program that allows a secondary student to concurrently enroll in postsecondary courses and to receive both secondary and postsecondary credit for that coursework. The local programs are run through partnerships between school entities and eligible postsecondary institutions.

Pennsylvania's 2006-2007 state budget included $8 million to fund dual enrollment programs for high school students enrolled in higher education courses. The 2007-08 state budget increases the amount to $10 million.  In order to receive grant funding for the 2008-09 school year, a school district or Area Vocational Technical School (AVTS) must submit an application by February 15, 2008.

Dual Enrollment Funding Information

Two documents are provided here. The first is a Model Concurrent Enrollment Agreement. This model was created to give school entities and postsecondary institutions a base from which to construct their own Agreement. All of the information that is on the Model Concurrent Enrollment Agreement is not required. The requirements are laid out in the Program and Grant Application Guidelines.

The second document is a completed Model Concurrent Enrollment Agreement that has been filled out using a hypothetical partnership. It is available for school districts to view what a completed Concurrent Enrollment Agreement may look like. All of the information on the Completed Sample of a Model Concurrent Enrollment Agreement is not required. The requirements are laid out in the Program and Grant Application Guidelines.

Once you have read the previous documents and completed the necessary steps, you can complete your application. The grant application is available on the E-Grant system, which is located on the PDE website. Click on the following link to be transferred to the E-Grant website.

Once you are on the website, click on "Dual Enrollment."  At this point, you should be able to log in to E-Grants using your school district username and password. You must submit your application online by the application due date.

A copy of the legislation can be viewed through the Pennsylvania General Assembly website. It is not yet available as a single article but the language is located on pages 25-41 of Act 46 (House Bill 628).  Act 46 was revised in Act 114 of 2006 (House Bill 185) and includes pages 24-31.  Act 45 of 2007 further revised the act to increase supplemental funding to low income students on page 31.
